American citizens taking direct action –putting their bodies on the line- to stop something they deeply feel endangered by. This is a theme you don’t normally see depicted on television in either a positive or in-depth manner.With a lot of cynicism in the air to the tune of “you can’t fight city hall”, it is my hope that “SEABROOK 1977” will expand people’s perception of what is real or possible in what ever community issue people struggle over, be it nuclear plants or decent working conditions at one’s job. In earlier days, CBC Radio had pioneered Citizens Forum and Farm Radio Forum in close co-operation with citizen and farm groups but this had never been effective in television terms.With the advent of Canadian domestic satellites which the CBC has used for a number of years to distribute its network programming across five time zones, there was a desire on the part of some of our program people to use the satellite facilities and improved telephone circuitry to experiment in the use of television for grass roots participation by Canadians in many occupations and levels of society.The satellite channels were used to link the Edmonton audience and studio groups across the country while the general audience was encouraged to telephone through toll free circuits from any part of the country to a large group of volunteers who answered the phone calls and accepted and probed the comments of those who were talking. All telephone conversations were recorded on tape and throughout the live program, summaries of the telephone reactions were added to the broadcast.The Canadian Association for Adult Education were co-sponsors of this program project which indeed arose out of the interest which the Canadian Association for Adult Education had in restoring the close relationship which formerly existed with the national broadcasting organization (CBC).The Canadian Association for Adult Education saw one of its objectives as that of “creating a Canada-wide learning environment to examine the nature of the political and economic and social problems facing the country”. Their interest was in using the CBC programming as the catalyst for group discussions on a large scale throughout the country (the old citizen’s forum technique). Their educational objectives did not conflict with the CBC program objectives, one of which was to explore a general viewing audience to shake off the normally passive role of TV viewer to become involved in some form of open debate and talk back... debate among themselves, talk back to the politicians, the media, to the power structure of the country.The outcome in terms of the CBC program objectives was judged to be more successful than we had hoped and a further experiment is under discussion. While the Canadian Association for Adult Education was disappointed in some aspects of its objectives, the organization also wants to continue the experiments.
