The eyes of the birds

In a Latin American country, 1.200 political prisoners are held in the LIBERTAD penitentiary. Three delegates from the International Red Cross receive permission to visit the institution. The prison administration tries to deceive them by fixing up a few model cells and conditioning the prisoners allowed to talk with the delegates.
