Immorality and crime are epidemic in the city. The Prince decides to live incognito in the city. He leaves everything in the hands of the new governor. Draconian laws are put into practice in the absence of the Prince. But corruption is still rife. The Prince uncovers corruption at the highest level when he is forced to show his face and reveal his identity. This is a modern-dress version of 'Measure For Measure' by William Shakespeare.
