Certificate of destitution

A poor woman seeks hospital care for her sick baby. She is forever delayed by an uncaring and indifferent bureaucracy. She is very poor, and when her baby is finally accepted at the hospital she is unable to pay. She is told she needs a certificate of poverty to obtain care for the child. After agonizing delays she meets a kindly cab driver who, realizing that the baby is very ill, offers to drive her back to the hospital and pay for the care. The kindness comes toolate. A story told to develop awareness of the human toll an indifferent bureaucracy can exact.
