Thirty-five-year-old Kevin has never held a steady job in his life. The government has a plan for people like Kevin called “Project Work”, The pilot scheme, introduced by the Conservatives to get the long-term unemployed back to work, has recently been launched in Hull, where Kevin lives. If Kevin wishes to continue receiving his dole check of 48 £ per week, he will have to play the game and learn how to work. The game, however, has very high stakes. If the conforms, then he is supporting the system he despises and will find himself on what he sees as the slippery slope to subservience. His 19-year-old girlfriend, Robbie, works as a seamstress for 70 £ a week. She wishes he would get a job and thus contribute more to their escapist habits, let alone pay for the new clothes she wants. Robbie has other problems: a reformed heroin addict from a troubled family, she relies on Kevin to keep her own addictive tendencies in check. They are faced with planning a future together with no money, no job and no prospects. Can Kevin harness his creativity as an artist to provide a future for them both and remain true to his cause never to work for the enemy.
